  • PreRetirement Seminar REMINDER!

  • MOSERS Office Buildings Remain Closed to Visitors

    An early retirement incentive and/or another buyout would require legislative authorization. We are not aware of any legislative proposals that have been offered at this time to provide either for general state employees. You can follow any bills affecting MOSERS on our Legislation page. Due to the COVID-19 state office building closures, including the MOSERS building, we have postponed sending statements to employees of other state agencies. We will resume sending the remainder of Annual Benefit Statements after normal operations resume. 

  • COVID-19 CARES Act

    Did you know that with the Coronavirus Aid, Relief, and Economic Security (CARES) Act, assistance is available for individuals who are diagnosed with COVID-19? Assistance also expands to those whose spouse or dependent is diagnosed with the disease and for those who are negatively affected financially due to quarantine, furlough, layoff, work hour reduction or who can’t work due to lack of child care.

    Additionally, the CARES Act may offer tax relief if a terminated employee takes a lump-sum payment in cash for a Coronavirus-related reason. This provision affects the taxability a refund of employee contributionsBackDROP payments, and Cash Out payments. We encourage you to share this with your affected employees and direct them to our COVID-19 CARES Act page for further information.

  • Potential Survivor Benefits

    Spring is the perfect time to update your employees about their potential survivor benefits. We understand that this can be a difficult topic for our members and their loved ones, but we would like to encourage them to educate themselves and contact MOSERS with any concerns or questions.

    The first steps survivors should take when a member dies are as follows:

    • Contact us as soon as possible when anyone receiving (or eligible for) a MOSERS benefit dies.
    • MOSERS will send you a letter explaining any benefits available to you.
    • Apply. You must complete and return the forms we send to you. We can’t pay benefits to survivors and beneficiaries without the required documents.
    • Submit the death certificate and an acceptable proof-of-age-and-lawful-presence document.
    • If you want to have insurance proceeds pay funeral expenses, send us the assignment paperwork and an itemized statement of expenses from the funeral home.
    • Contact other benefit providers such as MO Deferred CompMCHCP, and  Social Security.

Below is a list of important points to mention to your employees if they have inquires regarding their retirement or benefits during this time. 

    1. Pension payments will continue as usual.
    2. March 19 – April 23 all PreRetirement Seminars will be online.
    3. April Coffee Break Seminars are cancelled.
    4. Please consider phone meetings rather than office visits to MOSERS.

  • New Pension Administration System

    What & Why:

    We are building a new pension administration system (PAS)! MOSERS Integrated Benefits System (MIBS), our current PAS, was built in the late 1980s and has served us well for more than 30 years, but it is nearing the end of its life expectancy.

    This system is analogous to the central nervous system of MOSERS. Replacement is a significant undertaking. The PAS contains all demographic data (name, address, SSN, Member ID, DOB, bank account numbers, etc.), individual service dates, salary history, employment status, contribution balances and payment history for all members.

    It is the central hub for tracking and processing nearly everything MOSERS does related to benefit administration. Staff rely on it for accurately producing everything from routine correspondence, to Annual Benefit Statements, to pension inceptions, to member payments.

    Employers interact with the PAS to submit member payroll and service credit information, including the submission of changes such as terminations or leaves of absence. 

    It is the source of information, which MOSERS uses to interact with members from their date of hire until the final payment has been made to their last living beneficiary — a relationship that often spans many decades.


    We began serious discussion, analysis, and information gathering in 2015. In 2017-2018, we issued various requests for proposals and ultimately selected a team of vendors to help us build the new system. It is a multi-year project, which we have dubbed Phoenix. We expect to provide members, staff, and employers with a modernized system on an updated platform in Spring 2023*.

    Who Will Be Involved?

    We have identified a group of 25 HR staff representing each of our different employers. We have been communicating via email with this group for several months. The HR reps in this group have been engaged, responsive, and provided a lot of valuable feedback. As the project progresses, there will be opportunities for involvement by other payroll/HR staff.

    How Can You Help?

    We will let you know when there are opportunities to provide input. Some examples include:

    • Staying informed – please watch for updates in HR Update and in emails from MOSERS
    • Providing input such as responding to surveys and providing information to MOSERS when requested
    • Testing and providing feedback as the new PAS is developed
    • Potentially incorporating new processes and procedures regarding employer reporting
    • Participating in training when the new PAS is ready for implementation

  • Encourage Employees to Examine Their Annual Benefit Statement

    We will send Annual Benefit Statements to all active members by the end of March. This document conveniently shows a significant part of the total compensation members receive as a state employee (pension, deferred compensation, healthcare, life and long-term disability insurance, employer contributions to Social Security, etc.) plus the value of time off (annual leave, sick leave, and holidays).

    We will send each member an email once we have posted their statement to Document Express, their online MOSERS mailbox. We will mail a hard copy of their statement to their home address for any members who have opted out of electronic delivery (7.5% of active employees).

    Please encourage employees to go to myMOSERS (then to, Online Documents > Document Express) to view their statement. They can watch our myMOSERS login video tutorial if this will be their first time logging in.

  • Word on the Street: Attending a PreRetirement Seminar

    True or False: Members must attend a MOSERS PreRetirement Seminar before they can retire.


    While we do highly encourage members to attend at least one Ready to Retire/PreRetirement Seminar before they retire, it is not required. Ready to Retire/PreRetirement Seminars provide members within 5 years of retirement eligibility with valuable information about their pension benefit, including the decisions they will have to make during the retirement process.

    These seminars fill fast! If employees want to attend in 2020, they should enroll now by logging in to myMOSERS and going to Seminar Enrollment

  • Refund / Cash Out / Buyout – What’s the Difference?

    Former Missouri state employees may be eligible to receive a distribution of their retirement benefits or employee contributions. But who’s eligible for what? The following guide breaks down the difference between the options.

    Refund of Employee Contributions

    What is it?

    - Upon request, MOSERS will issue a refund of employee contributions plus any interest, if applicable to members of the MSEP 2011 or Judicial Plan 2011 who are not currently employed in a benefits-eligible position.

    Who’s eligible?

    - Former employees first employed in a MOSERS benefits-eligible position on or after January 1, 2011, are eligible if they:

    • Are not currently eligible for normal retirement.
    • Are not applying for long-term disability benefits through the MOSERS policy with The Standard Insurance Company.
    • Have submitted a completed Request for Refund of Contributions form.

    Cash Out

    What is it?

    - The Cash Out provision allows certain vested members who left state employment prior to retirement to take the present value of their future retirement benefit in a lump sum, rather than a monthly benefit at retirement age.

    Who’s eligible?

    - Vested former members of MSEP who left state employment between 10/1/1984 and 9/1/2002 are eligible if they:

    • Have less than 10 years of creditable service.
    • Are not within five years of normal retirement eligibility
    • The present value of their future retirement benefit does not exceed $10,000. 

    - Fewer than 500 terminated vested members are eligible.

    For more information, terminated-vested members should contact a MOSERS benefit counselor and request a Cash Out Brochure and application.


      What is it?

      - The Buyout was a one-time program for certain eligible terminated-vested members. Senate Bill 62, passed in 2017, provided the MOSERS Board of Trustees with the authority to establish a buyout program for terminated-vested members. The Board’s authority to offer the program expired on May 31, 2018. (Note: This one-time buyout program was offered in two stages. The first buyout deadline was November 30, 2017. The second stage, known as the second chance buyout, was offered by the Board at the end of April 2018 with a deadline of May 31, 2018.) Any terminated-vested member who elected the lump-sum buyout and then returns to state employment will be considered a new employee and a member of the MSEP 2011.

      Who’s eligible?

      - Presently, no one is eligible for the Buyout program as the eligibility window has closed.

    • Seminar Cancellations

      Our Ready to Retire (PreRetirement) Seminars have been filling quickly and we’ve added more sessions and increased enrollment in certain venues, but we need your help as well!

      Please remind your employees, that if they (and/or their registered guest) are unable to attend, to contact MOSERS at (800) 827-1063, as soon as possible, to cancel their registration and/or reschedule.

      Once a member enrolls in a seminar, we reserve a seat for them (and any registered guests) in the seminar and include them in the meal count for that day. We confirm our seminar numbers to the caterer and venue one week prior to the seminar. So, as much advance notice of a cancellation as possible is greatly appreciated! This will allow MOSERS to reduce waste (food and materials) by providing a more accurate headcount AND to contact any members who may be on the waiting list.

      In 2019, there were 335 no-shows, which resulted in many open seats and unused resources!

    • Disabled Adult Children Life Insurance Coverage

      The Standard Insurance Company has reviewed our life insurance contract and has determined that members can enroll their adult (over 26 years old) disabled child(ren) in life insurance coverage at any time while actively employed. To enroll, the member should go to myMOSERS, click on Forms, and select the Enroll/Change Optional Life Insurance form. Note that at the time of claim, The Standard will require you to provide proof that the child is disabled and dependent on the member.
