    Have you noticed that your reporting requirements for benefit-eligible employees are a breeze? Once you’ve entered them in SEBES, the process is on autopilot. You pay your employees, we collect their contributions, and give them service and salary credit towards their hard-earned future pension.

    However, for the small percentage of employees who have a change in status, such as an unpaid leave of absence, a transfer to another agency, or a termination of employment, we need your help! Don’t forget to access the secure Employer Login and submit a status change form. Your quick attention to these status changes helps us administer benefits accurately and, most importantly, reduces extra work on monthly error reports.

  • Important Reminders About Terminations

    When submitting a Termination of Employment form for one of your employees, please consider the following:

    • For employees retiring directly from active employment, use the last calendar day of the month as the termination date.
    • For employees not retiring directly from active employment, use the last day actively employed or on a leave of absence (not including regular days off) as the termination date.
    • Delete the member’s work email (please keep the member’s personal email address on record).
    • Use the comments section sparingly! The comments section should be used in unique situations when you want to convey something not already captured on the termination form.

    If your employee needs to file a claim for long-term disability (LTD) benefits, you can bet it's a stressful time.

    Fortunately, our insurance carrier, The Standard, makes it very easy to file a claim. Your employee can skip the hassle of paperwork and initiate a claim by calling The Standard's Claim Intake Service Center at (844) 505-6026.

    Once you know your employee is filing a claim, complete the one-page Employer's Statement and email it to ltdmosers@standard.com.

    The Standard will review the claim and inform you and your employee of the outcome in writing.

    On a related note, MOSERS has a new on-site account specialist with The Standard. We're pleased to introduce you to Stephanie Latina. Stephanie is taking Thania Fitzgerald's place in reaching out to you occasionally for additional information while reviewing a claim.

  • Refund of Employee Contributions

    When an MSEP 2011 or Judicial Plan 2011 employee leaves state employment and is not yet eligible for normal retirement, they may either take a refund of their employee contributions or leave their contributions with MOSERS. It’s an important decision that former employees should make carefully. You can point them to our Refund of Employee Contributions page for a review of all the factors that may weigh into their decision.

    MOSERS benefit counselors are always happy to assist current or former members in understanding their benefits and choices through MOSERS. Employees can reach a benefit counselor by calling (800) 827-1063 and selecting option 1.

  • Termination and Reemployment Rules and Potential Corrective Action

    Please remind employees that before receiving a benefit payment from MOSERS, IRS rules require a “bona fide termination” of the member’s employment. For purposes of MOSERS Board Rules, a "bona fide termination" occurs when:

    • The member has completely severed employment;
    • The member has not entered into a prearranged agreement (written or oral), prior to retirement, with the State of Missouri or any MOSERS-covered employer for subsequent employment on any basis (full-time, part-time, or other); and
    • The member is not subsequently employed with the State of Missouri or any MOSERS-covered employer on any basis (full-time, part-time, or other) within 30 days after their employment with their prior employer has ended.

    If a member receives retirement benefits without a bona fide termination, then all further benefit payments will end and the member will be required to repay the System all retirement benefits received, plus applicable interest, based on the assumed rate of return on the date of the member's retirement. Any amounts (including interest) not repaid by the member to the System will be subject to collection from the member's future retirement benefits. In addition, any payment considered to be an in-service distribution may be subject to a 10% early distribution penalty by the IRS.

    The member's retirement will be considered null and void. The member can apply for retirement benefits at any time during the member's continued employment but must have a bona fide termination of service and observe the 30-day separation-of-service period to receive retirement benefits.

  • We Need Your Help to Correct Member Data Errors

    We collect contributions from you — our employer partners — to help fund retirement, life insurance, and long-term disability benefits for benefit-eligible state employees.

    Each month, we receive a record of the previous month's pay and contributions for all covered employees. A small percentage of those records contain an error, or discrepancy, between the pay and contributions MOSERS expected to receive for an employee and what MOSERS actually received.

    There are two error reports within the secure Employer Login that employers must work each month to address pay and contribution discrepancies:

    • The Aged Accounts Receivable Report (for active employees)
    • The Terminated Report (for separated employees)

    Employer representatives responsible for working the reports receive an email notification when a report is released and ready to work. 

    Staying current on monthly error reports and submitting outstanding leave of absence, transfer, and termination forms to MOSERS is vital in administering timely and accurate benefits for your employees.

  • Scheduling In-Person Visits

    If members have questions about their MOSERS benefits, including retirement, life insurance, and long-term disability insurance, they can certainly ask those questions over the phone or by email. However, if they prefer to meet with a benefit counselor in our office, they can schedule an appointment in advance. There are several advantages to scheduling the appointment in advance rather than just stopping by. The biggest advantage is that members will likely have a much shorter wait time if they make an appointment. Counselors are available to assist members from 8 a.m. to noon and from 1 p.m. to 4:30 p.m., Monday through Friday. Our office is open during the noon hour for members who would like to drop off forms, but we also have a drop box outside our office available 24/7.

    Our benefit counselors can:

    • Print off benefit estimates during an appointment.
    • Discuss retirement options.
    • Demonstrate how to retire online.
    • Provide personal assistance when submitting a claim for life insurance or long-term disability benefits.
    • And so much more!

    Please encourage your employees to schedule an appointment in advance and to look at our tips for in-person visits.

    If employees would rather meet virtually instead of in-person, they can just let us know when they contact us to schedule an appointment. We will set it up through Microsoft Teams, making it easy to connect one-on-one with a benefit counselor.

We hope this document clarifies how various unpaid leaves of absence or leave events impact your employees’ benefits through MOSERS. To ensure accurate records for your employees, submit the Leave of Absence/Back to Work form through the secure Employer Login as soon as your employees have unpaid leave events or return to work from unpaid leave.

    Another point of emphasis at Benefits U last month was submitting status change forms, such as leaves of absence, transfers, and terminations to MOSERS as quickly as possible. This is particularly important for employees who are retiring. To accurately calculate an upcoming retiree’s pension, we need the employee’s termination form no later than the first week of the month the employee is retiring. You can access status change forms through the secure Employer Login. Thank you for your continued assistance in reporting status changes for your employees to MOSERS.


  • Retiree Sick Leave Reports

    For SAM II employers, MOSERS receives final unused sick leave balances from SAM II to calculate pension benefits for retirees. Once MOSERS has captured this information, the retiree appears on the Current Retiree Sick Leave and then the Previous Retiree Sick Leave reports within the secure Employer Login.

    When a retiree appears on these reports, you can safely remove their unused sick leave balance from SAM II. Removing unused sick leave from SAM II will not remove retirees from the reports - they will drop from the Current Retiree Sick Leave Report to the Previous Retiree Sick Leave report as the next month’s retirees' cycle through the process.

    Working these reports is important because a retiree reemployed in a benefit-eligible position cannot receive additional retirement credit for pre-retirement unused sick leave, including any remaining hours that did not convert to whole months of service credit at retirement.
