  • Timely Submissions

    Maintaining accurate service records is vital in the calculation/determination of benefits for MOSERS members. It is very important that you submit termination, transfer, and leave of absence/back to work forms in a timely manner through the MOSERS Employer Portal. We appreciate your continued support in making these processes smooth and efficient for you and your employees.

    Terminations
    • Report the last day the employee was actively employed by your agency, this includes the last day worked or on leave (paid or unpaid).
      • If you are a SAMII agency, the termination date entered on the form is typically one day earlier than the termination date used in SAMII.
    • If an employee is terminating at the end of a pay period, and the pay period ends on a regularly scheduled day off, please submit the termination date as the last day of the pay period.
    • An employee’s date of termination and payroll must agree.
      • Example: If an employee’s last day of work is on January 31, they should receive payroll for the full month of January.
    • If there is a date difference between the last day worked (or on paid leave) and the date of termination, submit a Leave of Absence form for the period between the last time worked or when the leave was exhausted to the date of termination.
      • Example: Termination date 3/14/2021 — no payrolls received for March 31 payroll
      • Submit a leave form effective 3/1/2021 to term date of 3/14/2021.
    • If an employee is retiring directly from active employment, use the last day of the month in which they were actively employed by your agency as the termination date.
      • Example: Retirement date is 4/1/2021 = Termination date of 3/31/2021
      • Please submit the employee’s termination form no later than the first week of the month in which he/she is retiring.
    • Be cautious about submitting a termination form too early (i.e., two months or earlier). Once the form has been submitted online, it automatically updates the employee’s records in our system and shows them as terminated. The employee then may no longer be able to generate benefit estimates using myMOSERS.
    Transfers
    • If the employee has not missed 30 calendar days of payroll and is transferring employment from one state agency to another (in a MOSERS-covered benefit-eligible position):
      • The hiring agency must complete the Transfer of Employment form.
      • The previous employer must complete the Termination of Employment form. 
    • Exceptions for completing a transfer form:
      • Employees returning to state employment who have missed 30 calendar days of payroll.
      • Employees transferring from the Department of Conservation, Highway Patrol, Department of Transportations, or a state college/university (except State Technical College of Missouri and Lincoln University), which are not covered by MOSERS' life insurance plan.
      • If either exception exists, the hiring agency should enroll the employee in SEBES rather than submitting a transfer form.  
      Leave of Absence
      • MOSERS requires the agency to report a leave of absence using the first full day the employee is in an unpaid status as the effective date of leave.
      • Report to MOSERS when the employee returns to work.

    • 30-Day Separation of Service Rule

      Reminder: Before receiving a benefit payment from MOSERS, IRS rules require a “bona fide termination” of the member’s employment. For purposes of MOSERS Board Rules, a "bona fide termination" occurs when:  

      • Member’s employment has been completely severed;
      • No prearranged agreement (written or oral) exists for reemployment (full, part-time or other); retiring members must certify on retirement application, under penalty of fraud, that no prearrangement for employment exists; and
      • Retiree has not been reemployed by the State of Missouri or any MOSERS-covered employer (full, part-time or other) within 30 days after their prior employment ended.

    • New MOSERS Board Rules on Separation of Service, Effective Jan 1, 2021

      Before receiving a benefit payment from MOSERS, IRS rules require a “bona fide termination” of the member’s employment. For purposes of MOSERS Board Rules, a "bona fide termination" occurs when:  

      • Member’s employment has been completely severed
      • No prearranged agreement (written or oral) exists for reemployment (full, part-time or other); retiring members must certify on retirement application, under penalty of fraud, that no prearrangement for employment exists  
      • Retiree has not been reemployed by the State of Missouri or any MOSERS-covered employer (full, part-time or other) within 30 days after their prior employment ended

      • CURP Transfers

        Attention University Employers: After participating in the College and University Retirement Plan (CURP) for at least six years, and while still employed in a CURP-covered position, an employee may elect to transfer their membership to the Missouri State Employees’ Plan 2011 (MSEP 2011). Please note that HR should mail the Transfer of CURP Membership form to MOSERS. The member must ALSO enroll through SEBES. Enrolling through SEBES is a new step in this process so we want to draw your attention to this change. See Transferring from CURP to MOSERS for more information.

      • Important Benefit Payment Information

        Please inform your employees that all retirement benefits initiated on or after January 1, 2021, will be paid via direct deposit. Not only is this method more efficient but it is also more secure. This paperless option allows their benefit payment to be transferred to their account faster and with ease. This process will be mandatory and members will no longer have the option to opt-out of direct deposit. Currently, we issue more than 99% of existing retiree and survivor payments by direct deposit.


      • Filing LTD Claims with The Standard is now Faster than Ever!

        With the new telephonic system, filing will now be paperless and more efficient! Speaking to a representative from The Standard over the phone will make the overall process smoother and more personable. By using this system, there is no need for employees to fill out any of the required pieces of information as this will be done via a telephone call. Employees simply need to contact The Standard’s Claim Intake Service Center at (844)-505-6026. Please remind them to contact their Human Resources contact right away after they have filed for disability. This notification will trigger HR to submit information directly to The Standard necessary to review their claim.


      • 12/31/20 DEADLINE: TRANSFERS FROM CURP TO MSEP 2000

        Attention CURP Employers!

        Please remind your eligible employees of the recent amendment to the MOSERS Transfer of CURP Membership rule. Participants in CURP who were employed prior to January 1, 2011 and who wish to transfer from CURP to the MSEP 2000 defined benefit pension plan, must have the transfer form filled out, signed, and to their HR department on or before December 31, 2020. Please visit the CURP page of our website and see below for additional information.

        On November 19, 2020, the Missouri State Employees’ Retirement System (MOSERS) Board of Trustees amended the Transfer of CURP Membership rule.

        Effective January 1, 2021, after participating in CURP for at least six years and still employed in a CURP covered position, you may elect to transfer from CURP to the MSEP 2011 defined benefit pension plan administered by MOSERS.

        A MOSERS defined benefit pension provides a guaranteed lifetime benefit amount based on years-of-service (from transfer date) x final average pay x a multiplier in addition to a possible temporary benefit until age 62. Upon transfer,

        • You will immediately become a vested member of the MSEP 2011. As a member of the MSEP 2011, you must contribute 4% of pay to MOSERS.
        • You must meet age and service requirements. The MOSERS MSEP 2011 defined benefit pension plan’s normal retirement is age 67 or earlier (minimum age 55) if retirement age and service under MOSERS equals 90.
        • You won’t receive credit in MOSERS for service rendered while participating in CURP. Your MOSERS pension benefit will be calculated based on your MOSERS service only.
        • You will forfeit all rights to future participation in CURP (i.e., you can’t go back to CURP). However, you’ll continue to own and control your CURP account with TIAA.

        For calculation purposes, the six-year period begins after you’re initially employed in a position covered by the CURP and ends six years later. It includes time for breaks in service, sabbaticals or leaves of absence.         MCHCP information will not apply to Conservation or University employees nor in all situations. University employees may attend a university part-day or general full-day session.

        Note:  All MOSERS sessions for both general state and university employees will be held online until at least June 1, 2021. This is due to the ongoing COVID-19 situation. Any in-person seminars scheduled after that date are subject to change based on the COVID-19 situation at that time. In lieu of cancelling, the session will be transitioned to an online webinar, and we will notify enrollees at least one week prior to the seminar date.


        Register: It's easy...log in to myMOSERS! To see the webinar and seminar schedules together make sure that 'show all' is selected. Once you've reviewed the schedule, select the session you wish to attend, and complete the registration information. You may be registered for only one session at a time.

        • Webinar: If you are registering for an online webinar, make sure that you complete both steps of the registration process: 1) myMOSERS and 2) GoTo Webinar (you will find this information on the confirmation page of your myMOSERS enrollment).         • Confirmation/Reminder Emails: We will send a confirmation to your MOSERS Document Express online mailbox (log in to view and print) as well as reminders leading up to the session. If you registered for an online webinar, GoTo Webinar will also send confirmation and reminder emails with instructions and the link to join the webinar. These emails contain the MOSERS logo at the top, and in some instances, may end up in your spam folder.

        Cancel: If you need to cancel your registration for an in-person seminar, contact MOSERS at (800) 827-1063 as soon as possible. This will open a seat in the seminar and allow us to provide an accurate headcount to the caterer, venue, etc.


        Special Needs: If you need special meeting room accommodations or have dietary needs due to a medical condition, contact MOSERS at (800) 827-1063, at least two weeks prior to the seminar date.


        Prep Work: There are several things you can do to help prepare yourself for the session and for retirement. Use the Comparison Calculator to see the long-term impact of different retirement options. Log in to your MO Deferred Comp account and review your last statement. Open a mySocialSecurity account to review your most recent Social Security statement.

      • Proposed Board Rule on Separation of Service and Other Revisions

        At their November 19, 2020 meeting, the MOSERS Board of Trustees adopted:
        • Board Rule 9-2, "Termination of Employment and Reemployment of MSEP/MSEP2000/MSEP 2011 Retiree"
        • Board Rule 4-9, "Termination of Employment and Reemployment of ALJLAP Retiree"
        • Board Rule 4-10, "Termination of Employment and Reemployment of Judicial Plan or Judicial Plan 2011 Retiree"
        • Revisions to various other MOSERS Board Rules.
        The purpose of Board Rules 9-2, 4-9, and 4-10 is to set forth procedures relative to compliance with the Internal Revenue Code and Treasury Regulations regarding retiree re-employment and in-service distributions.

        Before receiving a benefit payment from MOSERS, IRS rules require a “bona fide termination” of the member’s employment. For purposes of these new rules, a "bona fide termination" occurs when:

        1. a member has completely severed the member’s employment;
        2. the member has not entered into a prearranged agreement, prior to retirement, with any employer for subsequent employment on any basis (full-time, part-time, or other); and
        3. the member is not subsequently employed by any employer on any basis (full-time, part-time, or other) within 30 days after the member’s employment with the member’s prior employer has ended.

        For purposes of these rules “employer” means the State of Missouri or any other employer covered by MOSERS.

        All board rule changes will take effect on December 21, 2020.

This change helps ensure that data provided by MOSERS is being used only to perform MOSERS-related business.
