If you are a member of MSEP 2011 or the Judicial Plan 2011, you pay 4% employee contributions. If you leave state employment prior to reaching normal retirement eligibility, you have two options (with exceptions):
- Leave your employee contributions with MOSERS If you have five or more years of service (vested), you can leave your funds, and they will continue to accrue interest. You can apply for lifetime monthly benefits when you reach retirement eligibility. If you are not vested, you may leave your employee contributions if you think you may return to state employment in the future.
- Request a refund of your employee contributions plus credited interest (exceptions apply). Taking a refund of employee contributions means forfeiting all credited service and future rights to pension and long‑term disability benefits. If you return to MOSERS-covered employment after taking a refund, you can buy back all or a portion of the forfeited service.
Refund requests must be submitted using Request for Refund of Contributions form. Forms must be notarized. By law, refunds are issued no sooner than 90 days after employment ends, plus processing time.
Before making a final decision, review all of your refund options on the Refund of Employee Contributions page or in the Employee Contributions (2011 Plan Members) brochure. Also read the Special Tax Notice (Lump-Sum Distributions) regarding the potential tax implications of taking a refund. It is essential that you understand your options to make an informed decision. You may wish to consult with your own financial advisor or discuss your options with a MOSERS benefit counselor before you make your decision.
I want to retire. How do I start the process?
Log in to myMOSERS and select Apply for Retirement. Alternatively, you may request a paper retirement packet. Be sure to review deadlines and benefit options before submitting your application. View the Ready to Retire resources for more details. The easiest and most convenient way to apply for retirement is online through myMOSERS. Complete both steps in the two-step retirement process all at once or leave and come back later.
I’ve applied for retirement. What should I do next?
After you submit your retirement application and required documents, your part is done. You can track your application in the Task Progress section in myMOSERS. Once MOSERS has received all necessary documents, the status will be updated to Complete.
MOSERS will send you a retirement confirmation letter after you complete your portion of the process. Your first benefit payment will be deposited to your account on the last working day of the month you retire. You can view payment details in myMOSERS which are usually posted two business days before the payment date.
I’ve retired. What should I do next?
Keep your contact information updated with MOSERS and notify us of any major life events (such as a change in marital status or death of a family member). Use myMOSERS to update your contact information, direct deposit information, tax withholdings, and beneficiaries.
When will I receive my monthly pension payment?
Pension payments are issued on the last working day of each month by direct deposit or mail. You can view payment details in myMOSERS which are usually posted two business days before the payment date.
When will my benefit increase?
Most retirees receive their cost-of-living adjustment (COLA) on the anniversary of their retirement, except those who converted from MSEP to MSEP 2000, elected BackDROP, or retired as inactive‑vested MSEP 2011 members.
How much will my benefit increase each year?
MOSERS will send you a notice, either in the mail or in your MOSERS Document Express online mailbox in myMOSERS, during the month when you get your COLA. For most retirees, cost-of-living adjustments (COLAs) are based on 80% of the percentage increase in the average CPI-U and range from 0% to 5%. Special rules apply for certain MSEP members and elected officials.
What should I know if I return to work for a MOSERS-covered agency?
Upon meeting the termination and reemployment rules, you may return to work and continue receiving your monthly pension payment, as long as your position is not a MOSERS or MoDOT and Patrol Employees’ Retirement System (MPERS) benefit-eligible position.
