May 2026 A Moment with MOSERS

The MOSERS Board of Trustees met for their regular quarterly meeting on May 28, 2026. Since the official minutes of that meeting won't be available until after they are approved at the next quarterly board meeting, we are providing this summary in order to get information to you more quickly. Welcome to this edition of A Moment with MOSERS!

We held our annual Board Educational Conference on Wednesday, May 27, and our 2nd quarter Board meeting on Thursday, May 28.

Our Board Educational Conference helps satisfy the requirement that the Board members complete at least six hours of continuing education each year.

The first part of the program focused on investments, with a capital markets update and education about portable alpha, private market investments, and on investment technology solutions. Next, our independent external actuary gave a presentation on the current MOSERS funding policy and future projections.

We wrapped up the educational conference with a presentation on the MO Deferred Comp Plan and a presentation on the provisions of the defined benefit plans.

On May 28, the Board held its 2nd-quarter Board meeting.

Following a presentation by the actuary, the Board continued its discussion of our funding policy.

The Board decided to amortize the unfunded actuarial liability over a 20-year period instead of a 25-year period, which aligns with actuarial best practices and will work to pay off the debt more rapidly. With this change, the Board also decided to remove the employer minimum contribution rate policy going forward.

With these changes, the System’s funding policy continues to be on a positive long-term path.

We then heard updates from the Board Audit, Strategic Planning & Governance, and Investment Committees. Staff reported investment performance of 12.8% (net of fees) for the 12-month period ending March 31, 2026.

We wrapped up the Board meeting with a legislative report. The 2026 legislative session ended on May 15.

The General Assembly truly agreed to and finally passed Senate Bill 1572 on the last day of session. It will become law later this year, unless the Governor vetoes it.

This legislation would streamline some of our administrative processes and authorize the MOSERS Board to establish a buyout program for qualifying members on or after January 1, 2027. Please watch our website for more information in the coming months.
